SENATE CONCURRENT RESOLUTION NO. 20

White, Buckalew, Scott, Ross Sharpe and Schoonover)
Requesting the Department of Education and the Division of
Juvenile Services within the Department of Military Affairs
and Public Safety to continue studying the use of technology
to support education in nontraditional settings and report
their findings and recommendations to the Legislature.
Whereas, The need exists to provide secure and meaningful
educational opportunities to juveniles in nontraditional
settings; and
Whereas, The Department of Education and the Division of
Juvenile Services within the Department of Military Affairs and
Public Safety have begun the work of examining ways to use
technology to improve education in nontraditional settings by
looking first at the state's five existing predisposition
detention centers; and
Whereas, The group assembled to study the issues presented
has prepared and submitted a report with its recommendations to
the Legislature; and
Whereas, It is a prudent use of existing resources for the
same or a similar study group to oversee the implementation of those recommendations; therefore, be it
Resolved by the Legislature of West Virginia:
That the Department of Education and the Division of
Juvenile Services within the Department of Military Affairs and
Public Safety in consultation with the Distance Learning
Coordinating Council are hereby requested to work together to
oversee the implementation of the recommendations contained in
the report presented to the 1998, regular session of the
Legislature and report to the Joint Committee on Government and
Finance of the Legislature by the first day of December, one thousand nine hundred
ninety-eight.

NOTE: The purpose of this resolution is to continue the
study group which has examined the use of technology in
nontraditional settings so that it can oversee implementation of
its recommendations.
This resolution is recommended for passage in the 1998
regular session by the Legislative Task Force on Juvenile Foster
Care, Detention and Placement.
